DOC // Moldovans working in Ukraine to be eligible for pensions and other social benefits

Moldovans settled in Ukraine will be able to receive pensions and other social benefits. The decree of promulgation and the Law on the ratification of the Agreement between the Republic of Moldova and Ukraine in the field of social security have been published in the Official Journal and have entered into force.

The document replaces an agreement signed between the Government of the Republic of Moldova and the Government of Ukraine on guaranteeing citizens’ rights in the field of pension insurance, concluded on 29 August 1995. That agreement was based on the principle of territoriality, according to which social rights were granted on the condition that the person was permanently settled on the territory of one of the states.

With the entry into force of the new agreement, the old one ceases to be valid, but the rights obtained under it are preserved. The new agreement is based on the principles of totalization of insurance periods, export of social benefits, and proportionality—modern international principles in the field of social security.

According to data presented by the Ministry of Foreign Affairs, in 2025 there were about 22,000 citizens of the Republic of Moldova with permanent residence permits and approximately 3,000 citizens with temporary residence permits on the territory of Ukraine.

So far, the Republic of Moldova has signed social security agreements with 23 states, of which 18 have entered into force and are applicable. These are social security agreements concluded with Romania, Bulgaria, Portugal, the Grand Duchy of Luxembourg, Austria, Estonia, the Czech Republic, the Kingdom of Belgium, Poland, Hungary, Lithuania, Germany, Turkey, Belarus, Italy, Greece, Spain, and Latvia.
