Parliament introduces new rules on minimum wage assessment and adjustment

The Government will assess at least once a year the need to adjust the minimum wage, and the method for calculating it will be clearer. The analysis process will take into account several economic indicators, including indicative reference values, such as the threshold of 50% of the average monthly wage. The new rules are set out in a draft law approved today by Parliament in the second reading with 72 votes.

According to the explanatory note to the draft, the initiative will strengthen the protection of employees through fair minimum wages that reflect the cost of living, productivity and wage developments, thus contributing to reducing in-work poverty and promoting upward social convergence.

The draft provides that the need to change the level of the minimum wage will be assessed by the Government together with employers' organizations and trade unions. For assessing the adequacy of the minimum wage, the amount equivalent to 50% of the average monthly wage will be used as a reference value. This provision is included in the amendment submitted by head of the Committee for European Integration Marcel Spatari.

According to data from the National Social Insurance House, in April 2026, a total of 33,200 employees were reported as receiving a wage equal to the national minimum wage. 24,500 work in the private sector and 8,600 in the public sector.

The new legislative provisions will enter into force upon the publication in the Official Journal.
