Romanian authorities welcome decision on approval of acquisition of Giurgiulesti Port by Maritime Ports Administration SA Constanta national company
The Romanian authorities welcome the decision by the Council for the Examination of Investments of Importance for State Security, which approved the request of the National Company Maritime Ports Administration SA Constanta to purchase the company Danube Logistics, the operator of the Giurgiulesti International Free Port.
The position was expressed during a visit to Chisinau by Romania's Minister of Foreign Affairs Silvia-Oana Toiu.
‘’We welcome the decision taken by the Council for the Examination of Investments of Importance for State Security to approve the request of Maritime Ports Administration Constanta to buy Danube Logistics, the operator of the Giurgiulesti International Free Port. This is a decision that we support, as priority, in continuation,’’ said Romania's Minister of Foreign Affairs Silvia-Oana Toiu at the news conference held jointly with Deputy Prime Minister, Minister of Foreign Affairs Mihai Popsoi in Chisinau.
The Council for the Examination of Investments of Importance for State Security has recently approved the request of the National Company Maritime Ports Administration SA Constanta, Romania (CNAMP), which is set to invest over 24 million euros in the development of the Giurgiulesti International Free Port’s infrastructure, currently managed by the European Bank for Reconstruction and Development (EBRD).
The request for prior approval of the investments outlines the acquisition of 100 per cent of the share capital of Danube Logistics Ltd, a private company wholly owned by EBRD - the general investor and operator of the Giurgiulesti International Free Port.
The proposed investment plan aims to develop a terminal with ramps, set up a container terminal, modernize the railway, expand storage areas, digitalize the port’s activities and implement solutions for energy efficiency and green transition.
In mid-April 2025, EBRD, the owner of the Giurgiulesti International Free Port, launched an international tender process, in order to identify potential investors who can further support the development of the main maritime and river port of Moldova.
Later, at the end of June 2025, EBRD informed that it had received more bids from regional and international investors regarding the purchase of the Port and that it was in advanced negotiations with the selected bidders.
In 2021, EBRD acquired 100 per cent of the share capital of the Danube Logistics group of companies, becoming the sole owner of Danube Logistics Ltd, the port's operator.
The Giurgiulesti Port is a strategically important logistics hub, which provides importers and exporters transshipment and storage services, with access to a trimodal transport infrastructure.
The port is located on the maritime sector of the Danube River and allows the docking of river and sea vessels with a draft of up to 7 meters and a capacity of up to 10,000 tons. As the country's main port, it handles over 70 per cent of Moldova's waterborne foreign trade, ensuring supply chains for various types of goods and bringing significant benefits to Moldova's economy.
