Tax, customs exemptions for 43 emergency response vehicles, equipment needed to develop MD-ALERT system; Moldovan parliament adopts relevant draft
Chisinau, November 5, 2026 – The import and delivery of emergency response vehicles, machinery, equipment, goods and services under the international procurement procedures related to the Strengthening Disaster Risk Management and Moldova’s Resilience Project have been exempted from taxes and duties. The parliament adopted a draft law providing for these measures. The tax and customs exemptions are granted at the request of the General Inspectorate for Emergency Situations (IGSU) and will generate savings of up to 5.9 million dollars.
The project includes the purchase of 43 emergency response vehicles, with a total value of 23 million dollars. Contracts with the economic operators are currently being finalized.
Similar tax and customs exemptions also apply to the import and delivery of the machinery, equipment, goods and services needed to implement the MD-ALERT system, meant to rapidly warn the population in dangerous situations. The system will operate through mobile communications networks and use modern technologies that enable messages to be sent directly to people located in areas potentially affected by danger.
The Strengthening Disaster Risk Management and Moldova’s Resilience Project is financed by the International Bank for Reconstruction and Development (IBRD). The financing agreement between Moldova and the IBRD was ratified by the parliament in 2025 and provides for a 40 million-dollars-worth loan.
