European Commission Enlargement Report // Republic of Moldova made progress in education and at moderate-to-good level of preparedness

The Republic of Moldova has made progress over the past year in the education, youth, sport, culture, research and innovation, and is at a moderate-to-good level of preparedness. This conclusion is included in the European Commission’s Enlargement Report, published on November 4, which assesses the country’s progress and level of preparedness for European integration.

In the field of education, the report highlights amendments to the Education Code, which grant schools greater financial autonomy, strengthen academic integrity and create the legal framework for reorganising the school network. It also notes the increase in the number of students enrolled in vocational technical education, the expansion of dual education and the alignment of the National Qualifications Framework with the European Qualifications Framework. According to the report, the Republic of Moldova’s level of preparedness in research and innovation is also assessed as being between moderate and good.

Minister of Education and Research Dan Perciun said that by 2027, the authorities aim to achieve a good level of preparedness for accession and to conclude negotiations on both chapters concerning education and research.

“I am pleased that the efforts made in education and research are being recognised at the European level. I would like to thank the teachers, school principals, researchers and all colleagues who are contributing to these changes. In 2027, we aim to achieve a good level of preparedness for accession and to conclude negotiations on both chapters. We will continue working towards a better education system and more competitive research,” the minister said.

For the coming period, the Commission recommends continuing the reform of education governance, including through the establishment of Territorial Education Agencies and the strengthening of the school network.

On Wednesday, November 4, the European Commission published the 2026 Enlargement Report, which includes an assessment of the progress made by the Republic of Moldova in the accession process.
