
Moldovan electoral body notifies justice ministry for dissolution of four political parties
The Central Electoral Commission (CEC) notifies the Ministry of Justice on the dissolution of four political parties. The decision was made after the Commission reviewed the financial reports for the second semester of 2024 submitted by the political parties.
Thus, the Commission found that 54 political parties submitted their reports on time. Three other submitted their financial reports late through the 'Financial Control' SSI. Consequently, 11 political parties were warned to adhere to the deadlines and method of financial management report submission, with contraventional processes initiated against the decision-makers.
“Eight political parties either did not submit their reports through the 'Financial Control' system or submitted paper reports, which contradicts legal provisions. They were obliged by the Commission to submit the report through the system by February 20, 2025. It is about the Socialist Party of Moldova; Working People's Party; NEW HISTORICAL OPTION PARTY; United Moldova – Единая Молдова Party; Conservative Party; Regions Party of Moldova; CHANCE Party and Party Alternative and Rescue Force of Moldova," informed CEC.
Regarding the Regions Party of Moldova, NEW HISTORICAL OPTION PARTY, TWorking People's Party, United Moldova – Единая Молдова Party and Conservative Party, the Commission previously notified the Ministry of Justice to take actions to limit their activities, a request accepted through court rulings.
“The reason for limiting activities was the non-submission of financial management reports through the 'Financial Control' SSI for the first semester of 2024, as well as for 2023. In this context, the CEC notifies the Ministry of Justice to undertake actions to dissolve the following four political parties: Working People's Party, United Moldova – Единая Молдова Party, Conservative Party and Regions Party of Moldova,” highlighted the CEC.
In the case of Socialist Party of Moldova and Political Party Alternative and Rescue Force of Moldova, the CEC found non-submission of financial management reports for both the first and second semesters of 2024, meaning two consecutive periods. In accordance with legal provisions, the party's activity can be limited if it has not submitted the financial management report within the time and format set by the CEC.
Regarding CHANCE Party, which also submitted the financial management report for the second semester of 2024 only on paper and not through the 'Financial Control' SSI, thus admitting repeated actions of non-compliance with financial discipline over a calendar year, the Commission requested the Ministry of Justice to address the court to adopt a decision to dissolve it.
“The Commission's additional findings from the decision adopted on February 14, 2025, regarding CHANCE party are to be communicated to the Ministry of Justice, to be attached to the existing evidence cited on February 6,” mentioned the Commission.
In the case of New Historical Option party, which also admitted repeated actions of non-compliance with financial discipline over a calendar year, the Commission noted the impossibility of addressing, at this stage, through the Ministry of Justice, the court for the party's dissolution, due to the absence of a final decision from Centru Court of Appeal at the first notification of limiting the political party's activity.
