Over 70 percent of owners of lands needed for the construction of the Vulcanesti-Chisinau Overhead Power Line (OPL) have been compensated by the state, and expropriation proposals have reached all 34 settlements through which the new line will pass
Director of the Consolidated Unit for the Implementation and Monitoring of Energy Projects (UCIPE) Ruslan Surugiu said that the entire process of expropriation was quite complex and demanding, as it involves not only evaluating the lands, calculating compensations and processing the files, but also identifying all affected landowners. There are many cases where landowners have passed away, and the heirs have not completed their succession documents, which complicates the compensation process.
“For all these cases and others – landowners should know they have the right to ask for compensation payments for three years from the date of receiving the expropriation proposal, respectively, until 2027 or 2028, as applicable,” Ruslan Surugiu noted.
Owners who have not yet submitted their request are urged to send it to: UCIPE, str. Alecu Russo 1, bloc A1, et. 16, Chișinău, attaching documents confirming the ownership of the land.
Once the application is received and processed by UCIPE, landowners can receive compensations at any postal office. Moreover, the sums are kept in a special account and can be requested at any time within a three-year interval by presenting the necessary documents.
The construction works of the 400 kV Vulcanesti-Chisinau Overhead Power Line have been declared of public utility and national interest. Over 5,450 plots have been expropriated in all, of which about 900 are permanently expropriated.
The construction works for the Vulcanesti-Chisinau Overhead Power Line effectively started in April 2024 and are part of the Power System Development Project, financed by the World Bank Group. The value of this project is 61 million euros, of which about 27 million euros is for the construction of the Line.
The 400 kV Overhead Power Line will be 157 kilometers long. Thus, over 500 pillars and 1,500 kilometers of conductors will create a strategic link between the south and center, by intersecting eight districts and 35 localities. Depending on the regime of the power system, the line can ensure the transit of a flow of up to 630 MVA of power, which could meet the need for 50 per cent of energy consumption during peak consumption periods.
The construction of the Vulcanesti-Chisinau Power Line is a project of strategic importance for Moldova's energy security. The new power line will allow the transport of electricity from Romania or other European markets to Chisinau without passing through the Moldovan power station located in the Transnistrian region.
