Deputy Prime Minister in talks with new head of EUPM Moldova

Deputy Prime Minister Mihai Popșoi held a meeting today with new Head of the European Union Partnership Mission to Moldova (EUPM) Kirsten Joppe. The officials reviewed the cooperation between our country and EUPM since the launch of the mission in Chișinău in 2023 and highlighted its contribution to strengthening national capacities for crisis management and response to hybrid threats, including in the fields of cybersecurity and countering disinformation.

The discussion took place in the context of the recent assumption of the mandate by the European official. Thus, the head of Moldovan diplomacy congratulated Kirsten Joppe and wished her success in carrying out her new responsibilities. The interlocutors discussed the progress made in implementing the EUPM Action Plan for the period 2025–2027, with a budget of approximately 19.8 million euros. In this context, Popșoi expressed interest in continuing and deepening cooperation, especially in the area of cybersecurity.

“We continue to count on EUPM’s support and expertise and we are interested in deepening cooperation in areas that contribute to strengthening the security, resilience, and institutional capacities of the state. The European path of the Republic of Moldova is irreversible, and as our country advances on the road to EU accession, strengthening the resilience of our institutions remains a priority,” said Popșoi.

During the meeting, the experience gained by EUPM in the Republic of Moldova was highlighted – the first civilian mission under the European Union’s Common Security and Defence Policy (CSDP) with a mandate in the field of hybrid threats. This expertise has proved useful both for EU Member States and for other civilian missions under the CSDP, including the European Union Mission in Armenia, established in April 2026. Popșoi welcomed the use of this experience and its contribution to strengthening European support tools for partner states.

Joppe confirmed the mission’s commitment to continue cooperation with the authorities in Chișinău and to support efforts to strengthen the state’s institutional capacities.
