The operation of the eCall system, which will automatically dial the single emergency number 112 in the event of a road accident, will be regulated by law. The promulgation decree and the Law on the organization and operation of the Single National Emergency Call Service 112 were published today in the Official Journal of the Republic of Moldova.
The draft introduces into legislation the essential concepts related to eCall, as a component part of the Automated Information System 112 (AIS 112), interoperable at the level of the European Union.
Thus, eCall is a technology installed on board vehicles and used in all EU member states. The system automatically and free of charge calls the number 112 in the event of a road accident or can be activated manually by pressing a button. Its operation does not depend on the country in which the vehicle was purchased or registered. When activated, the system establishes a connection with the call handling centers (in the Republic of Moldova – those of the 112 Service), allowing audio communication with operators and the automatic transmission of a minimum set of data necessary for rapid intervention. eCall calls are treated with the same priority and promptness as any call to 112.
The legislative amendments modernize AIS 112 and transpose the commitments assumed by the Republic of Moldova in the process of accession to the European Union. They have created the necessary legal framework for integrating the eCall system into the infrastructure of the 112 Service.
The document will enter into force on 13 May 2027, together with the amendments to the Electronic Communications Law. An exception is the provision regarding informing consumers by manufacturers and importers of vehicles equipped with eCall, which will enter into force in 2030.
