More investment in national economy: Government encourages investors through clearer rules and incentives for strategic projects
The Government has approved the draft of the new Investment Law, which will provide local and foreign investors with clearer and more predictable operating conditions, in line with European Union standards.
Thus, investments will be encouraged in sectors with high growth, innovation and added-value potential, including digital technologies, energy, infrastructure, health, research and innovation, green investments, and projects that contribute to regional development.
An important novelty is the introduction of a special regime for strategic investments. Administrative procedures will be simplified, and the Investment Agency will provide a single point of contact for investors. For investments of at least 25 million euros, land-related facilities may be granted, while projects of at least 50 million euros will be able to benefit from Investment Agreements with the Government of the Republic of Moldova.
The draft law establishes a predictable framework for investment incentives, with eligibility criteria, application conditions and clearly defined periods. In addition, the new law strengthens the legal protection of investors, regulates cooperation in the context of international disputes, and establishes a regime for guaranteeing investors’ rights in line with the best international practices.
“Investments need clear rules, predictability and a framework in which projects important for the economy can be implemented more easily. The new law creates these conditions and introduces, for the first time, a clear regime for strategic investments. It is an important step towards a competitive investment climate and towards bringing the economy of the Republic of Moldova closer to European standards,” said Deputy Prime Minister and Minister of Economic Development and Digitization, Eugeniu Osmochescu.
In 2025, investments in the economy of the Republic of Moldova reached 41.4 billion lei, 17.6% higher than in the previous year. Investment activity intensified especially in infrastructure and in the development of production capacities.
At the same time, in 2025, the Republic of Moldova attracted about 409 million euros in foreign direct investment, and the total stock of accumulated foreign direct investment in the economy reached approximately 5.4 billion euros. Most of this comes from European Union countries, and the manufacturing industry remains one of the main sectors in which foreign capital is invested.
