Moldova to take over Japanese models for emergency management

The Republic of Moldova is considering adopting Japanese models for coordination and intervention in emergency situations, within the framework of its bilateral cooperation with Japan in security and disaster management. The topic was discussed during the official visit to the Ministry of Internal Affairs by Japan’s Minister for Internal Affairs and Communications Yoshimasa Hayashi.

According to the ministry, the discussions focused on Japanese technologies and solutions that could make emergency interventions more efficient through centralized coordination, rapid response, and the use of digital systems for real-time data exchange.

Moldovan authorities are also examining the implementation of integrated response systems inspired by the Japanese model, which would allow interventions to be managed from a single command point. Cooperation between the two states is already producing tangible results. With the support of the Japan International Cooperation Agency (JICA), the General Inspectorate for Emergency Situations has been equipped with modern firefighting equipment.

In this regard, 19 fire engines have been distributed to 10 subdivisions in six localities across the country. They are used for rapid interventions, including at high-rise buildings where access to upper floors is difficult.

Japanese support has also contributed to strengthening the capacities of the Border Police, including through equipment used in managing refugee flows, operational interventions, and ensuring energy supply in critical situations.

In the coming period, the General Inspectorate for Emergency Situations is to receive new intervention vehicles and ladder trucks, protective equipment, and specialized machinery. At the same time, staff will participate in training dedicated to interventions and disaster management.

The parties also discussed strengthening border security, preventing cross-border risks, as well as the regional context, including the war in Ukraine, hybrid threats, and combating disinformation.

Authorities state that the Moldovan-Japanese partnership aims to enhance institutional capacities and provide a higher level of safety for citizens.
