VIDEO // More than 100,000 applications for heating compensation registered on first day; Moldovan labour minister: “We want to reach as many people as possible”
More than 100,000 applications for energy compensation for the 2026–2027 cold season have been registered on the first day, after the programme was launched on November 2. Labor and Social Protection Minister Natalia Plugaru made statements to this effect; she visited the Cimislia mayoralty today to see how the registration process is proceeding.
The minister noted that citizens can register individually on the official platform www.compensatii.gov.md or request assistance from social workers in their communities. According to the minister, more than 13,000 social assistance workers from across the country have been trained to support people who need help when filling in their applications.
„Absolutely all social assistance employees have been trained to help people register throughout the country, including in Chisinau and here in Cimislia. We have more than 13,000 social assistance workers who are prepared to help everyone register. People come with the necessary documents and the social workers sit at the computer and register them on the official platform, www. compensatii.gov.md,” Natalia Plugaru said.
The official urged citizens not to rush to submit their applications in the first few days, as registration remains open throughout November, until November 27. She explained that the time of registration did not affect the order or amount of compensation, since applications will be processed after the registration period ends.
„I fully understand that people want to come in the first few days, which is why queues may have formed at certain mayor’s offices and offices. However, we want to emphasize that registration is open throughout the entire month, and you have plenty of time to register until November 27. If you register first, that does not mean you will be the first to receive compensation, because we are waiting for everyone to register. Only then will we draw the line and begin checking the documents and processing the applications, in order to determine who will receive compensation and what amount,” the minister explained.
People who are unable to submit their applications by November 27 will also be able to register in December, but they will receive compensation starting from that month.
Mobile social assistance teams are available for elderly people or people with disabilities who cannot travel to the mayor’s office. They can visit applicants at home and help them fill in their applications. Natalia Plugaru urged citizens to ask to see the employees’ identification before allowing them to enter their homes.
„For people who cannot come here to the mayor’s office or are unable to travel, including elderly people who have difficulty getting around and people with disabilities, please contact social assistance services. We have a mobile team here. They come to your home, show you their social assistance identification, and you should allow only people with identification to enter. They will help you register at home using a computer,” the minister said.
As for the eligibility criteria, Plugaru said that, during the applications’ assessment process, the cadastral value of real estate from before the revaluation would be taken into account.
„I want to point out that the old cadastral value, from before the revaluation, will be taken into account. Therefore, even if the new cadastral value already appears in your personal account, it will not be used. We have last year’s information, and the old cadastral value, from before the revaluation, will be taken into account,” Natalia Plugaru emphasized.
The minister also said that a technical error occurring during applications’ validation when entering the IDNPs of children born in 2026 had been fixed.
„For some citizens, a technical error appeared during applications’ validation. When they entered the IDNP of children born in 2026, they received a message saying that the IDNP was invalid. I want to say that the problem was resolved immediately. People are no longer receiving such messages; everything is working,” the minister said.
People who have questions or encounter difficulties during registration, can contact the programme’s call center, which operates from Monday to Friday, between 8:00 and 18:00.
The compensation programme for the 2026–2027 cold season was launched on November 2. Applications can be submitted on the official platform www.compensatii.gov.md.
