
BUDGET PLUS // Young employees in key industries to get monthly allowance of 3,000 lei
Young people who are employed for the first time in key industries will be eligible to receive a monthly state allowance of 3,000 lei, in addition to their salary, for 12 consecutive months, to help them start their career at home. This will be possible through a national support program initiated by the Government of the Republic of Moldova.
In response to a request from MOLDPRES, the Ministry of Economic Development and Digitization (MDED) emphasized that the initiative comes in the context of an acute labor shortage in key industries in the Republic of Moldova. Statistical data shows that in recent years, the number of employees has significantly decreased in sectors such as manufacturing of electrical equipment (-68% compared to 2014), metallurgy (-74%), electronics manufacturing (-39%), and footwear (-26%). Meanwhile, salaries offered in these fields are up to 14% lower than the national average, reducing the attractiveness of these sectors for young specialists.
“Every year, about 18,000 young people graduate from vocational or university studies in the Republic of Moldova. However, many face difficulties in finding stable employment due to the gap between starting salaries and the real cost of living. Meanwhile, employers face challenges in retaining young employees during the first 12 months, a period during which they invest significantly in training, adaptation to organizational culture, and mastering the specifics of the job. Retention rates during this period are low, generating additional financial pressure on employers exactly during the integration phase of new personnel,” highlights MDED.
The program is aimed at young people up to 35 years old, employed full-time. The allowance application will be processed entirely digitally through the government platforms EVO and MCabinet.
The program will be piloted from July 2025 to December 2026, with an objective of approximately 6,000 young beneficiaries. By 2030, it is estimated that over 9,000 young people will be supported through this measure. Initial funding is approximately 60 million lei, through Budget Plus, with the possibility of adjustment based on demand.
Through the new support measure, the government aims to reduce youth migration, facilitate the transition from studies to work, and encourage employment in key sectors of the national economy.
The domains included in the program are electronics, chemical and pharmaceutical industries, machinery and auto components manufacturing, textiles and clothing, construction materials, food industry, and creative industries.
MDED emphasized that at this stage, the Parliament is to approve legislative amendments to create the implementation mechanism for the program. Subsequently, the government will approve the regulation for granting allowances and will commence the actual implementation.
The program will be carried out by the Ministry of Economic Development and Digitization, the Ministry of Labor and Social Protection, the National Employment Agency (ANOFM), and E-Governance Agency.
Budget Plus was presented by Prime Minister Dorin Recean in early April, being the largest financial package ever allocated by the Government of the Republic of Moldova for investment and economic growth. It includes a total financial resource of 8 billion lei. Recean emphasized that resource allocations were possible due to support from the European Union and public service employees who collaborated with European partners to accelerate the transfer of the first instalment from the Growth Plan for Moldova and the preparation of this budget.
