Simpler working conditions for entrepreneurs in Moldova

The year 2026 will mark a new stage in simplifying the relationship between the state and the business environment. Deputy Prime Minister, Economic Development and Digitalization Minister5 Eugeniu Osmochescu has made statements to this effect.

The official stressed that the authorities’ objective was for all procedures related to starting a business, reporting, taxes, accounting, authorizations, or customs to be carried out entirely online, while paperwork and in-person visits to counters will become exceptions.

“We are implementing the Economy Without Barriers concept, which provides for the complete digitalization of administrative processes and a drastic reduction in bureaucratic requirements. In addition, the authorities are adopting quarterly de-bureaucratization packages aligned with European standards and digital solutions, such as advanced electronic identity, eNotary, eKYC and a universal digital signature are being introduced.

The Economic Development and Digitalization Ministry has previously promoted more de-bureaucratization and business facilitation packages which, according to estimates, have generated significant savings for entrepreneurs.

The most recent de-bureaucratization package was approved by the government and parliament at the end of 2025. It provides for simplifying the procedures for issuing 26 permissive acts, reducing the number of documents and conditions required to get them, implementing digital solutions, extending the validity period of the acts and shortening the issuance time.
