Mechanism of cooperation with EU member states for recovery of claims to be streamlined in Moldova

Chisinau, October 8, 2026 – The mechanism of cooperation with EU member states in the recovery of claims process will be streamlined. The parliament approved, in the first reading, a draft law establishing new rules in this regard.

The draft law on mutual assistance in the recovery of claims related to taxes, duties, fees and other measures was developed by the Finance Ministry in cooperation with the State Tax Service, with a view to aligning national legislation with the European acquis.

The authors note in the explanatory note that the adoption of the draft law will ensure a uniform regulatory and procedural framework and streamline cooperation with the EU member states.

Thus, the State Tax Service of Moldova will be able to request support from the competent authorities of EU member states for the recovery of tax claims. In turn, Moldova will be able to provide assistance in recovering tax claims established in member states. To this end, the draft law regulates procedures for the exchange of information, the notification of documents, the preparation and submission of recovery requests, as well as the application of precautionary measures.

At present, Moldova cooperates with other states, including EU member states, on the basis of the Convention on Mutual Administrative Assistance in Tax Matters, adopted in Strasbourg in 1988.

The draft law will be examined by the parliament in the second reading. Following its adoption, the law will enter into force on the date of Moldova’s accession to the European Union. In the meantime, the technical work required to interconnect national information systems with those of the European Union will be finalized. At the same time, till Moldova joins the EU, cooperation with member states will continue to be conducted on the basis of the Convention on Mutual Administrative Assistance in Tax Matters.
