Moldovan parliament approves draft in second reading: public institutions to be able to initiate establishment of industrial park
Chisinau, October 8, 2026 – Public institutions will be able to initiate the establishment of an industrial park. The provision is included in a draft law amending the Law on Industrial Parks, approved by the parliament in the second reading.
The legislative initiative belongs to the Ministry of Economic Development and Digitalization and aims to strengthen the regulatory framework governing the establishment, financing and administration of industrial parks. Among other provisions, the draft law clarifies the role of public institutions, regulates the financing mechanism for technical and production infrastructure and aligns the incentives granted within industrial parks with legislation on state aid.
The authors proposed expanding the category of entities that may initiate and administer industrial parks. Thus, public institutions administering assets or infrastructure that can be utilized will be able to initiate the establishment of an industrial park. This will allow the existing institutional framework to be utilized without establishing new public authorities or reorganizing existing structures. The list of entities that may administer industrial parks has also been expanded to include state-owned or municipal enterprises, commercial companies, and public institutions.
At the same time, a maximum limit of 5 per cent has been established for administrative expenses related to the creation of the technical and production infrastructure of industrial parks, financed from the state budget. The way these expenses will be determined is to be regulated by a government decision. Complementary sources of financing, including external assistance and funds provided by donors and development partners, may be used to create the technical and production infrastructure of industrial parks.
Start-ups will be able to benefit from space within industrial parks for an incubation period of up to 12 months, in order to develop and test innovative products, services or business models.
Another provision concerns the possibility for certain industrial parks to include land designated for agricultural or special purposes without the need to change its designation. This will be possible, provided that the activities carried out are expressly included in the feasibility study of the respective industrial park.
The Law on Industrial Parks has also been supplemented with provisions that will allow certain industrial parks to be used as platforms for attracting investment and developing industrial and technological capabilities related to the national defense industry.
Presently, 13 industrial parks are operating in the country.
The new legislative provisions will enter into force within 30 days from the date of publication in the Official Journal.
