People with severe disabilities since childhood to be able to combine disability and survivor’s pensions

The Government supports the bill that will allow people with severe disabilities since childhood to receive both a disability pension and a survivor’s pension.

Currently, people who meet the eligibility requirements for several categories of pensions may generally choose only one category. The bill proposes an exception for people with severe disabilities since childhood, allowing them to receive both benefits concurrently.

At the same time, entitlement to a survivor’s pension will also be extended to people with severe disabilities since childhood who lost their caregiver before the legislative amendments adopted in 2025 entered into force. Thus, the benefit may be claimed regardless of when the caregiver’s death occurred.

The new provisions are proposed to enter into force on January 1, 2027.

Currently, a survivor’s pension is granted to children until the age of 18 or, if they continue their studies full-time, until graduation, up to the age of 23, as well as to people with severe disabilities since childhood who receive a state social allowance and whose parents died after April 1, 2025.
