Officials, parliamentarians from 22 countries discuss regional security in Chisinau
Chisinau, October 6, 2026 – Officials from 22 countries have gathered in Chisinau to participate in the 109th Rose-Roth Seminar, organized by the parliament of Moldova, in cooperation with the NATO Parliamentary Assembly (NATO PA). During two days, participants are discussing the future of Moldova in the Euro-Atlantic area, as well as lessons learned in the process of strengthening resilience in a strategic environment characterized by numerous challenges.
At the opening session of the seminar, Parliament Speaker Igor Grosu spoke about the challenges faced by the authorities of Moldova in their efforts to anticipate and prevent continuously evolving threats – hybrid threats, disinformation, foreign interference, cyberattacks, risks to critical infrastructure and incidents affecting the airspace of Moldova.
„Today, the security of Europe has become indivisible. A drone launched against Ukraine can reach Moldova, Romania, or Poland. A cyberattack can affect the infrastructure of a European state within minutes. A manipulation campaign crosses borders faster than any army. That is why, we need more cooperation; we need democratic states to share information, coordinate their investments in defence, protect their critical infrastructure and act faster than those seeking to exploit the vulnerabilities of our systems,” said Parliament Speaker Igor Grosu.
„Russia’s war of aggression against Ukraine has profoundly changed the security environment in the region, and its effects are being felt beyond Ukraine’s borders. The repeated violations of the airspace of Moldova by drones and the risks associated with the effects of the war beyond Ukraine’s borders are serious reasons for concern. These developments demonstrate the need to strengthen national monitoring, warning and response capabilities, highlighting the interdependence between the security of Moldova, the Black Sea region and Eastern Europe,” said Lilian Carp, chair of the parliament’s commission for national security, defence and public order, who is also head of the national delegation to the NATO PA.
In his address, Defence Minister Anatolie Nosatii highlighted the constant support provided by the North Atlantic Alliance in recent years to strengthen the defence capabilities of Moldova. „The progress made in the modernization of the National Army is largely due to the constant support provided by our external partners, and in particular, to cooperation with the North Atlantic Alliance. Through cooperation initiatives and mechanisms, including the Defence Capacity Building Initiative (DCBI) and the Individual Tailored Partnership Programme (ITPP), we have benefited from expertise, training and support for the development of modern capabilities adapted to the new security realities,” said Anatolie Nosatii.
This is the third time that Moldova’s parliament has hosted a Rose-Roth Seminar organized, in cooperation with the NATO PA. The seminar was previously hosted by the parliament in 2006 and 2015.
„Moldova is on the front line of many of the security challenges affecting allies and partners alike – from violations of airspace by drones, hybrid warfare and cyber intrusions to disinformation campaigns and attacks on critical infrastructure. Our security environment continues to deteriorate. Moldova has directly faced many of these challenges. It has been subjected to persistent destabilization campaigns and attempts to undermine its security, democratic institutions and social cohesion. Moldova’s response provides valuable lessons to us all. We have much to learn from Moldova’s commitment to democratic resilience and determination to defend its sovereignty, democratic values and European future,” emphasized NATO PA President Marcos Perestrello.
The discussions on the first day of the seminar focus on the Black Sea region in wartime: implications for regional and Euro-Atlantic security. On October 7, on the second day, the Rose-Roth Seminar will continue with discussion sessions dedicated to the security of Moldova, in the context of Russia’s aggression against Ukraine, energy security, resilience and the partnership between Moldova and the NATO.
The NATO PA is an interparliamentary organization bringing together 281 parliamentarians from the 32 member states of the North Atlantic Alliance, as well as from partner countries. Since October 2025, Moldova has held the status of a comprehensive security partner of the NATO Parliamentary Assembly.
