Government approved Roadmap on public administration reform

Government approved today the Roadmap on public administration reform, which is a benchmark criterion in Moldova's accession to the European Union.

Government Secretary General Artur Mija announced at the cabinet meeting that the document outlines clear directions for strengthening administrative capacity, improving work efficiency and delivering quality services.

Thus, the project aims to modernize public administration in accordance with European standards, with the primary objective of improving public services for the benefit of citizens. By implementing the actions in the document, Moldova’s public administration will become more efficient, transparent and responsive to citizens’ needs.

“A public administration that meets European standards is the goal we are striving for. Today, we take another step in this direction by approving the Roadmap,” said Artur Mija.

The Roadmap sets out concrete measures to improve the human resources management system, digitize public services, enhance financial management, and increase transparency and accountability of authorities.

“This document ensures that by the time of accession, our country will have a stronger, more professional, and citizen-oriented public administration,” Artur Mija pointed out.

The Roadmap underwent a comprehensive public consultation process with the participation of parliamentary committee deputies, representatives of central public authorities, academia, civil society, representatives of the Congress of Local Authorities from Moldova, national and international experts, with the roadmap text examined and approved by the working group responsible for public administration reform.

One of the core elements of the reform is the evaluation of the current Public Administration Reform Strategy Implementation Program for 2023-2030, through an interim report to be set up by December 2026. The report will analyze the effectiveness of the applied measures and progress made, with potential adjustments for achieving established objectives. Additionally, by May 2027, the Implementation Program for 2027-2030 is to be developed and approved, detailing necessary activities and allocated resources for achieving the reform.

The European Commission's country reports for 2023 and 2024 appreciated that Moldova, with respect to Public Administration Reform, has a certain level of preparedness for EU accession. The project's informational note specifies that in preparation for opening and closing accession negotiations, Moldova must engage in a transparent reform process to ensure that by the time of EU accession, Moldova’s public administration is efficient, professional, with an impartial and accountable public service, serving the interests of citizens and the business environment.
