
Parliament approved reorganization of central administration
The Parliament adopted a bill that provides for the reorganization of several public institutions by changing their subordination.
The document, developed by the State Chancellery, stipulates that a series of administrative authorities will be transferred from under the Government's control to that of relevant ministries.
Thus, the State Agency for Intellectual Property will be subordinated to the Ministry of Justice; the Interethnic Relations Agency and the National Agency for Research and Development will be transferred to the Ministry of Education and Research; the Medicines and Medical Devices Agency will come back under the Ministry of Health; the Public Property Agency will be subordinated to the Ministry of Economic Development and Digitization; the National Food Safety Agency will be transferred to the Ministry of Agriculture and Food Industry.
At the same time, some institutions will retain their current subordination, including: the National Bureau of Statistics, the National Agency for the Prevention and Combating of Violence against Women and Family Violence, the National Anti-Doping Agency, the Office for the Investigation of Transport Accidents and Incidents, the Geodesy, Cartography and Cadastre Agency, and the National House of Social Insurance.
Additionally, the National Medical Insurance Company (CNAM) will become a central administrative authority subordinated to the Government and will be integrated into the unified system of central public administration. Its employees, as well as those of the institutions changing their subordination, will have civil servant status and will benefit from salary under the legislation on the unified salary system in the budgetary sector.
The changes do not affect the legal status of the heads of these institutions, who will remain as public dignitaries.
The new law is set to come into effect on January 1, 2026.
