DOC // Promulgation decree, law on electronic data exchange with EU states published in Moldova's Official Journal

The promulgation decree and the Law on the coordination of social security systems and the electronic exchange of data with the European Union member states have been published in the Official Journal (Monitorul Oficial) of Moldova. The documents create the necessary legal framework for the country’s integration into the European system for the coordination of social security and for connection to the Electronic Exchange of Social Security Information system (EESSI).

The law was drafted by the Labour and Social Protection Ministry, in collaboration with the National Social Insurance House (CNAS), and is part of the National Programme for the Accession of Moldova to the European Union for the years 2025–2029.

The new provisions will allow Moldova to prepare for the application of European regulations on the coordination of social security systems and for connection to the EESSI platform. The system is used by all member states of the European Union, by the states of the European Economic Area, by the Swiss Confederation and by the United Kingdom of Great Britain and Northern Ireland for the rapid and secure exchange of information in the field of social protection.

According to the authorities, the implementation of EESSI will simplify access for citizens of Moldova who have worked or are living in European states to pensions, allowances and other social benefits. At the same time, it will reduce the processing time of files and will eliminate the need to send paper-based documents.

The normative act stipulates that the legislative amendments will enter into force upon the Moldova’s accession to the European Union. Until then, the government is to ensure the institutional and technical preparation necessary for the implementation of European rules and for connection to the EESSI infrastructure.

At present, Moldova has concluded 20 agreements in the field of social security, 18 of which are already in force.
