Prime Minister Vasile Tofan is requesting the development of a package of measures to reduce excessive inspections of entrepreneurs. Economic Development and Digitalization Minister Eugeniu Osmochescu is to present the actions by September 9, 2026.

At the beginning of the cabinet meeting, Vasile Tofan emphasized that inspections had recently intensified, becoming abusive in some cases.

“Stifling inspections represent an issue that concerns almost every entrepreneur. I have received many messages from entrepreneurs, especially from those who export. They are not asking anything from the state. They do not receive subsidies or funds. They have invested their own money and are being pressured by some control bodies. I kindly ask Eugeniu Osmochescu that, by September 9, he come forward with a set of measures regarding abusive and stifling inspections. I am sure that a bureaucrat will always find a law on which to base his/her actions. That is why, we need to change the law. When an entrepreneur loses two out of the five working days of the week just responding to inspections, and if special intervention forces also show up, which has been happening more and more often lately, then I believe we are not doing the right thing. In such situations, the law no longer serves the interests of the people. Please, present a string of measures to simplify and ease these inspections. I have also discussed with Olga Golban, from the State Tax Service, about what we can do, because many of the complaints concern this institution’s activity,” said Vasile Tofan.

The government will also collect complaints regarding alleged abuses via the email address controale@gov.md, and will analyze the reported cases, in order to identify solutions that simplify control procedures and reduce pressure on the business environment.

“This address will also be published on the government’s website. I ask all entrepreneurs who believe they have been subjected to abusive inspections to report their experience to us. They should write to us with as many details as possible. If inspectors came at six in the morning, whether it was a routine inspection or a more complex case. We want to know everything. I think we will receive dozens of messages, maybe even hundreds. This is your chance to speak directly about what you have gone through. We will analyze all these complaints and learn from them. I would like some of them to be read publicly here, during the government meeting, so that everyone understands what our entrepreneurs are facing. We ask them to invest, we ask them to be optimistic, but when inspections come and there are raids, entrepreneurs lose confidence in this country,” Vasile Tofan stressed.

The new cabinet of ministers, led by Prime Minister Vasile Tofan, today morning took the oath of office at the Presidency of Moldova, in the presence of Head of State Maia Sandu and the Parliament Speaker Igor Grosu.
