Clearer rules for providing state aid to enterprises of Moldova

The state aid system for enterprises of Moldova will be modernized and the process of providing support will become more transparent, clearer and more predictable. The government has approved a draft law on this purpose.

Among the new elements, there is the pre-notification stage for support measures, which allows them to be consulted before the aid is granted. In addition, in certain situations provided by law, aid may be tacitly authorized. These changes will provide greater clarity for investors and will help the authorities manage public money more responsibly.

At the same time, a Central Register of de minimis aid will be created as part of the Automated Information System "State Aid Register", which will record all data on small-scale financial support granted to companies, ensuring transparency and compliance with legal ceilings.

An example that fits into the new legal framework is the Regional State Aid Scheme for Investments, which offers enterprises investing in the manufacturing industry direct financial support. This scheme already shows the benefits of applying clear and predictable rules: transparent eligibility criteria and aid ceilings differentiated by region.

Through the new rules, public authorities and institutions that provide state aid will benefit from a clearer working framework, while enterprises will enjoy greater predictability and transparency in accessing support measures.
