New measures for digitalization of justice in Moldova: more procedures to be carried out electronically
Citizens will be able to benefit from faster, simpler and more accessible judicial procedures with the expanded use of digital tools in courts. The government has approved a draft law that provides for the digitalization of judicial procedures.
The draft extends the use of digital tools for summoning participants, communicating procedural documents and holding court hearings by videoconference.
The new rules will allow for simpler organization of videoconference hearings, including in hybrid format and will clearly establish how participants’ identities are verified. Courts will be able to access the data needed for summoning participants and sending documents through the interoperability platform, in compliance with personal data protection rules.
In addition, public authorities, legal entities, sole proprietors, representatives of legal professions and individuals assisted by a lawyer will submit procedural documents only in electronic format.
“We are all aware that IT solutions bring concrete benefits both to citizens and to authorities, including: they reduce the duration of procedures and administrative costs, limit the risk of errors, as well as corruption risks,” said Justice Minister Vladislav Cojuhari.
These amendments aim to enhance transparency and improve the efficiency of courts, as well as to expand the use of the e-Casefile IT solution.
