
Moldovan parliament considers draft on rectification of state social insurances budget for 2022
Chisinau, 21 April /MOLDPRES/ - The MPs, at a today’s plenary meeting, approved, in the first reading, a draft on amendment of the law on the state social insurances budget (BASS) for 2022. Under the draft, the revenues and expenses of BASS will increase by almost 1.8 billion lei and will amount to 33,042,332.4 thousands lei.
According to the draft, the expenses for assets and services will grow by 24,048.7 thousand lei and will stand at 353,227.8 thousand lei. This increase is triggered, in particular, by the need to adjust the spending for natural gas and thermal energy, following the approval of the new tariffs for 2022.
The staff expenses will increase too, in order to provide the means needed for paying the salaries of the employed staff of the National Social Insurances House in 2022.
The increase in the expenses for the social benefits is caused by the updating of the coefficient of indexation of pensions on 1 April this year, which is 13.94 per cent; change of the ways of pensions’ indexation for 2022 and only the pension which does not exceed the value of the average monthly salary on the economy – 9,900 lei – is indexed.
The amendment of the revenues and expenses refer also to the increase in the average size of the benefits, including for the financial support of the people who do not meet the conditions for getting the right to pension (social allocations) – increase by 62,751.9 thousand lei.
Also, the expenses for taking care of the people with disabilities will increase by 9,369.3 thousand lei.
The spending for supply with pensions of seasoned military and their families will grow by 737.1 thousand lei; for financial backing of people in case of disability or death occurred in the wake of labour accidents through capitalization of periodical payments – by 25 thousand lei and the expenses dealing with the provision of pensions of the citizens who participated in the Chernobyl accident relief works will increase by 2,303.8 thousand lei.
Following the approval of the law on the support of the participants in the combat actions for the defence of Moldova’s territorial integrity and independence and their family members, in the context of commemorating the 30th anniversary of the combat actions at Dniester, the expenses were increased by 4,432.8 thousand lei.
The providing of the one-off assistance worth 2,500 lei to some categories of residents among the beneficiaries of state monthly allocations triggered an increase in the BASS expenses by 52,622.7 thousand lei.
At the same time, as a result of the relaxation of the restriction measures, the expenses for providing social protection of employees with children, in the case of suspension of the education process, were increased by 79,000 thousand lei.
In the context, the MPs decreased the expenses for the social protection of employees in case of technical unemployment by 18,000 thousand lei.
The draft on amendment of the law on the state social insurances for 2022 was backed with the votes of 54 lawmakers and is to be considered by the parliament in the second reading.
