Measures to ensure security of gas supply to Transnistrian region

The Ministry of Energy has presented a draft law aimed at strengthening the security of natural gas supply to the Transnistrian region. It proposes amending the storage obligation so that the entity responsible for gas supply to the Transnistrian region must ensure the creation of natural gas stocks covering at least 15% of the average annual consumption of all consumers in the region, calculated over the last five years.

According to the Ministry of Energy, the calculation will include not only household consumers and social enterprises, but all consumers in the region, in line with EU Directive requirements. The determination of average annual consumption will take into account exclusively the own needs of consumers in the Transnistrian region, without including the electricity produced by MGRES and delivered outside the region.

The draft also stipulates that, during the heating season, the responsible entity will report monthly to the Ministry of Energy and ANRE on the level of natural gas stocks. The stocks will be used gradually between 1 November and 31 March, and exceeding the monthly limits will be allowed only in justified situations, to prevent a crisis in the natural gas sector, with the approval of ANRE and the Ministry of Energy.

The Ministry of Energy emphasized that the purpose of the draft is to reduce risks related to the security of natural gas supply to the region, and that the proposed measures will increase the resilience of gas supply, prevent uncontrolled use of stocks and maintain gas availability throughout the entire risk period. They will also reduce exposure to price shocks and emergency purchases, lowering risks for the energy sector and the national economy, given the interdependencies between the two banks of the Dniester.

“The draft is a response to the risks generated by interruptions and uncertainties regarding gas deliveries to the region, which have been amplified by geopolitical factors and existing vulnerabilities in the energy sector. The Republic of Moldova is fully dependent on gas imports and does not have its own storage capacities, which means that interruptions or price fluctuations affect consumers,” the Ministry of Energy announced.

Deliveries of natural gas to the Transnistrian region by SAP Gazprom were interrupted starting 1 January 2025, when the technical operating agreement for the Sudja IP between the Ukrainian TSO and SAP Gazprom expired. This situation has increased risks for consumers in the region. At present, natural gas purchases for the region are secured on EU markets.

In 2025, the Law on Natural Gas was amended, establishing ANRE’s responsibility to designate the entity that will handle gas supply to the Transnistrian region. The designated entity is obliged to create stocks that cover at least 15% of the average annual consumption of households, enterprises and essential social institutions in the region, calculated for the last five calendar years.

Currently, the company responsible for gas supply to the Transnistrian region is Moldovagaz.
