
Moldova to implement national anti-fraud system for more transparent use of public or external funds
Moldova will establish a National Anti-Fraud System (NAS), which will support the coordination of competent institutions in cases of suspicions or irregularities related to the use of public or external funds. The government today decided the establishment of the new system.
The system will aim to prevent and combat fraud, ensuring a safer and more transparent use of public or external funds.
“NAS is a support structure in the anti-fraud field nationally, established to ensure responsive actions in case of obvious signs of irregularities and reasonable suspicions of financial fraud from external assistance or the national public budget. The system will contribute to the prevention and detection of illegal actions related to the use of financial sources allocated to the budget by foreign development partners. Thus, it ensures the protection of national financial interests, guaranteeing the coordination and efficiency of measures against fraud,” said Finance Minister Victoria Belous at the government meeting.
The new system will include three main components: the National Anti-Fraud Network, the Irregularity Reporters and the Anti-Fraud Unit. The Network will comprise institutions, such as the State Chancellery, the Ministry of Finance, the Court of Accounts, the National Anti-Corruption Center, the National Bank of Moldova, and the Prosecutor's Office.
The State Financial Control Inspectorate under the Ministry of Finance has been designated as the Anti-Fraud Unit and the national contact point for collaboration with the European Anti-Fraud Office (OLAF).
