Chisinau, November 4, 2026 – The import and supply of specialized vehicles, machinery, equipment, goods and services under the international procurement procedures related to the Strengthening Disaster Risk Management and Moldova’s Resilience Project will be exempt from taxes and duties. The commission for economy, budget and finance will propose that the parliament considers a draft law providing for these facilities. The tax and customs exemptions are being granted at the request of the General Inspectorate for Emergency Situations (IGSU) and will generate savings of up to 5.9 million dollars.

As part of the project, 43 emergency response vehicles, with a total value of 23 million dollars, will be procured. Contracts with the economic operators are currently being finalized.

Similar tax and customs facilities will also apply to the import and supply of the machinery, equipment, goods and services required to implement the MD-ALERT system, designed to provide rapid warnings to the population in emergency situations. The system will operate through mobile communications networks and use modern technologies that enable messages to be sent directly to people located in areas potentially affected by a hazard.

The Strengthening Disaster Risk Management and Moldova’s Resilience Project is financed by the International Bank for Reconstruction and Development (IBRD). The financing agreement between Moldova and the IBRD was ratified by the parliament in 2025 and provides for a 40 million-dollars-worth loan.
