Government simplifies business rules and reduces administrative costs
Less paperwork, simpler procedures and lower costs for businesses. The Government has approved a new set of measures to reduce bureaucracy in several areas, including passenger transport, pharmacy operations, waste management, rural tourism and agriculture.
In the field of waste management, certain separate approvals will be eliminated or integrated into existing procedures. Producers that manage their packaging-related obligations individually will be able to obtain approval of their plans and registration in the relevant register through a single procedure, within 10 working days of submitting application file. At the same time, healthcare institutions will be able to approve their own waste management plans without prior coordination with two authorities; only notification of these authorities will be required.
For rural guesthouses, the obligation to present a classification certificate when applying for subsidies will be eliminated in cases where the activity can legally be carried out without this document. In agriculture, an outdated regulation on plant protection products and fertilizers will be repealed.
The amendments also provide for the elimination of the requirement to obtain a separate fire safety approval for the activities concerned, without reducing the safety requirements that must be observed.
Another change concerns passenger carriers, which will no longer be required to use yellow license plates. These will be replaced with white plates during a three-month transition period, a measure expected to generate estimated annual savings of 36.6 million lei. In addition, tickets and fiscal receipts will no longer be required to include the vehicle's license plate number and seat number, simplifying advance ticket sales and the use of electronic tickets.
Simpler rules will also apply to pharmacies. They will no longer be required to set up a separate office for the manager and will be allowed to operate on floors other than the ground floor in healthcare institutions, shopping centers, railway stations and airports, provided that access and safety requirements are met.
The measures were developed in cooperation with the business community, with the support of the Economic Council under the Prime Minister and development partners, as part of the reforms set out in the 2025–2027 Growth Plan. They aim to reduce the costs and time allocated to administrative procedures while maintaining safety and environmental protection requirements.
