Moldovan Commission for Emergency Situations approves measures of backing residents, civil servants involved in crises' management
Chisinau, 14 July /MOLDPRES/ - The Termoelectrica stock company will transfer about 83 million lei to the population support fund, which represent the difference between the incomes got from the sale of electric energy and the thermal one and the expenses for the processing of crude oil earlier donated by Romania. An instruction to this effect was approved at a meeting of the Commission for Emergency Situations (CSE), chaired by Prime Minister Natalia Gavrilita, the government’s communication and protocol department has reported.
In order to attenuate the shocks of increase in interests and back the active beneficiaries of the First Home state programme, the CSE members ruled that the maximal limit of the annual interest on loans provided will not exceed 11.37 per cent for the period 1 July - 31 December 2022. Thus, the creditors (financing banks) are obliged, in a ten-day period, to carry out the recalculation of the monthly rates on the loans provided within the First Home state programme.
Also, CSE decided that the employees of the Interior Ministry and Defence Ministry would receive an increase to the salary for the work carried out in conditions of high risk to health, during April-June 2022. The staff directly involved in the process of management of the migration flow and ensuring public order and security, related to it, will benefit from this increase. To this end, the government will allocate financial means worth 121.7 million lei from the intervention fund.
The CSE members also ruled that the central and local public authorities, public institutions, stock companies with state capital and the state enterprises would be connected or reconnected to the system of centralized supply with thermal energy from the Chisinau and Balti cities till the starting of the 2022-2023 heating season. In this respect, the institutions will work with the stock company Termoelectrica and stock company CET-Nord and will give access to infrastructure for setting the thermal and energy equipment necessary for connecting the buildings. Also, CSE gave the task to the Public Property Agency to start direct negotiations with international legal and financial companies, which are to carry out the audit of the debts of the Moldovagaz to the Gazprom giant and the Factoring Finance Ltd Company. The contract on public procurements, concluded with the economic operator nominated winner of the procedure, is to be submitted to CSE in a term of 24 hours at the most from the moment of its assigning. At the same time, CSE abrogated more derogations on public procurements.
At the same time, during the state of emergency, the Ukrainian citizens and stateless people recognized by the competent authorities from Ukraine will be able to submit to the Migration and Asylum Bureau the request on giving the right of temporary stay on purpose of education, without the presentation of the act which confirms the means for maintenance.
Another provision approved by CSE deals with the urgent rehabilitation of the railway segment Basarabeasca (Moldova) – Berezyne (Ukraine). The CSE members decided the immediate authorization of the concerned works.
