Amendments to vetting laws analyzed by Superior Council of Prosecutors and Council of Europe experts

The amendments to the legislation on the external evaluation of judges and prosecutors were discussed during an official meeting between members of the Superior Council of Prosecutors and the delegation of rapporteurs of the Venice Commission, as well as representatives of the Directorate General for Human Rights and Rule of Law of the Council of Europe.

The meeting took place at the Parliament of the Republic of Moldova, in the context of drafting a joint opinion regarding the amendments to Law No. 65/2023 and Law No. 252/2023, which concern the procedure for appointing members to the evaluation commissions for judges and prosecutors.

During the discussions, the members of the Superior Council of Prosecutors presented the institution’s position on the new legislative provisions regarding the nomination of candidates proposed by development partners to the vetting commissions.

According to the Council, the importance of constant dialogue between authorities was emphasized, in order to define effective mechanisms for strengthening the integrity and credibility of the judicial system, so that the evaluation process remains objective and in line with the principles of the rule of law.

The international delegation included experts Nina Betetto, António Silva Henriques Gaspar and Lorena Bachmaier Winter, along with the legal advisers of the Secretariat of the Venice Commission, Vahe Demirtshyan and Giacomo Romis.

The Superior Council of Prosecutors reaffirmed its openness to consultations with international partners and its commitment to the reforms necessary to align the justice system of the Republic of Moldova with European standards.
