Moldovan PM says national resilience built through shared responsibility, coordination, preparedness

Prime Minister Alexandru Munteanu today took part in the High-Level Seminar on Continuity of Government and Continuity of Operations. The event is dedicated to strengthening the resilience of Moldova and building a public sector that is better prepared, better coordinated and more capable of responding to crisis situations.

The meeting was attended by ministers, secretaries of state, external partners, including representatives of the Embassy of the United States in Moldova and of the NATO Liaison Office in Chisinau. The participants examined and validated the National Concept for Continuity of Government, as well as the standardized methodological framework for developing Continuity of Operations plans at institutional level.

The Concept aims to ensure the continuity of the state’s fundamental functions in situations of emergency or crisis, while maintaining constitutional authority, lawful leadership and institutional legitimacy.

“The continuity of government and continuity of operations are essential elements of the state’s capacity to work, to make decisions and to protect the public interest under any circumstances. In an increasingly complex risk environment, institutional preparedness has become an integral part of national security and national resilience,” said Prime Minister Alexandru Munteanu.

The PM noted that the recent crises experienced by Moldova had shown that more sectors can be affected simultaneously – energy, cyber security, infrastructure, logistics and public services. In the context, coordination capacity becomes a key element of national resilience.

In this regard, the participants in the meeting emphasized the essential role of the National Crisis Management Center, as it helps institutions strengthen their level of preparedness, improve their coordination and ensure continuity under any circumstances. The prime minister also thanked external partners who support efforts to strengthen the resilience of the state, in particular the United States and the NATO.

“National resilience depends on the coherent work of the entire institutional system. In such moments, citizens expect stability, timely decisions and continuity of essential services,” the prime minister emphasized.

The Concept is aligned with international best practices, including the standards and recommendations of the European Union and NATO, and its implementation will be supported by tools that will help maintain the credibility and effectiveness of the continuity framework over time.
