Budgets, reforms, harmonization with EU: Moldovan parliament concludes last December with 39 acts adopted
The parliament of Moldova in last December adopted 39 normative acts, of which 34 laws and five decisions, concerning budgets for the year 2026, economic reforms and the harmonization of legislation with European Union’s standards.
Thus, in December 2025, the deputies convened at three plenary meeting, totaling 30 hours of debates, and 43 legislative drafts entered the procedure. Five of the adopted acts were developed, in order to align national legislation with EU norms, and another seven are part of the National Programme for Moldova's EU membership.
Among the essential decisions, there is the adoption of budgets for 2026, which foresee major investments in education, health and infrastructure. The social insurance budget provides support for families, children and the elderly, while the Law on Mandatory Health Insurance Funds includes additional allocations for compensated medicines and medical services.
The parliament also approved measures to simplify the getting of 26 permissive acts, tax facilities for entrepreneurs and a moratorium on the enforced recovery of assets and tax obligations of farmers affected by natural disasters during 2024-2025. Other adopted initiatives target the strict regulation of weapons’ possession, protection of participants in public events, volunteer activities, labor and workplace safety control and adjusting of public procurement legislation to EU standards.
At the same time, the parliament ratified Moldova's participation in the Creative Europe Programme and established the Special Parliamentary Commission for Monitoring Reintegration Policy.
In December, the standing committees convened at 43 meetings and approved 86 reports, 19 co-reports and 95 opinions.
