Who are new faces in Tofan Government of Moldova: overview of changes in new cabinet compared to previous government
The new government team, presented by Prime Minister-designate Vasile Tofan today, includes both new names and members from the previous government, who will remain in office. Thus, some ministers will keep their positions, while changes will be made at the helm of other ministries.
Thus, Ludmila Catlabuga has left the leadership of the Agriculture and Food Industry Ministry and the position will be taken over by Radu Musteata, a manager with extensive experience in public administration and food safety management, known to the public especially as the director general of the National Food Safety Agency.
Another change was made at the Health Ministry, which until now was headed by Emil Ceban. In the Tofan government, the portfolio will be held by Alexandru Gasnas, who has until now been President Maia Sandu’s adviser on health. Gasnas has earlier also held the post of state secretary at the Health Ministry. Alexandru Gasnas is a neurologist and associate professor at the Nicolae Testemitanu State University of Medicine and Pharmacy and has headed the Department of Neurology, Internal Diseases and Epileptology at the Institute of Emergency Medicine.
At the same time, Victoria Belous returns to the position of Finance Minister, which she previously held from July 2024 to November 2025 in the Recean Government. Belous is thus giving up her seat as MP and her position as chair of the parliamentary commission for economy, budget and finance, replacing Andrian Gavrilita at the helm of the Finance Ministry. Victoria Belous holds a degree in law and a master’s in public administration. Previously, she worked at the State Tax Service for 17 years, where she held various positions, from inspector to deputy director.
The portfolio of Culture Ministry is being taken over by Dan Suruceanu, who has held the position of deputy administrator of National Arena LLC from 2023 to the present. Suruceanu will replace Cristian Jardan, who served as Culture Minister in the Munteanu government.
The rest of the ministers keep their positions. The posts of Deputy Prime Minister will continue to be held by Eugeniu Osmochescu, Minister of Economic Development and Digitalization, Vladimir Bolea, Minister of Infrastructure and Regional Development, Mihai Popsoi, Minister of Foreign Affairs, Cristina Gherasimov, Deputy Prime Minister for European Integration, and Valeriu Chiveri, Deputy Prime Minister for Reintegration.
At the same time, Dan Perciun will retain his position as Education and Research Minister, Daniella Misail-Nichitin will continue as Interior Minister and Vladislav Cojuhari will keep his post as Justice Minister.
Natalia Plugaru will continue to serve as Labor and Social Protection Minister, and Gheorghe Hajder remains Environment Minister. Anatolie Nosatii will stay on as Defense Minister, and the Energy portfolio will continue to be managed by Dorin Junghietu.
The position of Secretary General of the Government will continue to be held by Alexei Buzu.
Prime Minister-designate Vasile Tofan emphasized that, on July 21, he would go to parliament “with a team of good professionals, who will give all government institutions an accelerated working pace and move things forward.” He thanked the professionals who agreed to be part of the future Government “at a decisive moment for Moldova.”
On July 21, the cabinet of ministers proposed by the candidate designated for the position of Prime Minister, Vasile Tofan, will request a vote of confidence from parliament.
