Moldovan MPs ratify Convention allowing Ukraine to claim compensation from Russian Federation for war damages
The parliament today ratified the Convention on the Establishment of the International Claims Commission for Ukraine, signed in The Hague on December 16, 2025. The document was adopted in the second reading with the votes of 62 MPs.
The head of the parliamentary commission for foreign policy, Doina Gherman, stressed that the document provides for the establishment, within the Council of Europe system, of the International Claims Commission for Ukraine as an independent international administrative body.
“The Commission will examine and assess claims for damage, loss or injury caused by internationally wrongful acts committed by the Russian Federation in or against Ukraine, starting from 24 February 2022, and will determine the amount of compensation due in each case,” Doina Gherman underlined.
The damages include loss of life, destruction of infrastructure, as well as damage to property. Claims for compensation may be submitted both by affected natural and legal persons and by the Ukrainian state, including regional and local authorities.
The establishment of the Commission is based on a resolution of the United Nations General Assembly on reparation for damage caused to Ukraine and represents the next step after the creation of the Register of Damages, set up by the Council of Europe in 2023.
The purpose of the Convention is to ensure the international legal accountability of the Russian Federation for violations of international law committed against Ukraine and to oblige it to provide full reparation for the damage caused. The ratification of the Convention does not confer on Moldova the status of a party to an international dispute against the Russian Federation and does not impose on the state any obligation to compensate affected persons.
So far, the Convention has been signed by around 40 Council of Europe member states, as well as by Canada and the European Union. The document will enter into force, and the Commission will begin its work, after it is ratified by at least 25 states or regional organizations.
