Prime Minister: infrastructure investments - security priority

Prime Minister Alexandru Munteanu attended today Three Seas Initiative (3SI) Summit held in Dubrovnik, Croatia, where he reaffirmed the strategic role of the Republic of Moldova in strengthening regional resilience. During the meeting, he emphasized that infrastructure modernization and attracting investments have become fundamental pillars for national and regional security.

In his speech, the Prime Minister underlined that the vulnerabilities exposed by the war in neighboring Ukraine have turned connectivity projects from an economic necessity into one of survival. Alexandru Munteanu explained that investments in energy and transport are the direct response to the hybrid pressures and environmental risks facing the region.

“Infrastructure and investments are today a matter of security. For the Republic of Moldova, these issues are not abstract. The war in Ukraine has shown us how vulnerable we can be – from the energy crisis to environmental risks and hybrid pressures. That is why investments in energy, infrastructure and connectivity mean greater safety for citizens,” he said.

Alexandru Munteanu presented to the leaders attending the summit the agenda of strategic projects through which the Republic of Moldova contributes actively to the stability of the Black Sea basin. The focus was placed on energy interconnections with Romania and Ukraine, the development of storage capacities and the modernization of the entire national energy system.

According to the official, these initiatives not only reduce energy dependencies, but also turn the Republic of Moldova into an active partner in the security architecture of Central and Eastern Europe.

The Prime Minister reiterated Chișinău’s readiness to engage in new strategic projects, stressing that the country is prepared to act as a factor of stability.

“The Republic of Moldova is ready to do more – to be an active part of strategic projects and to contribute to stability where it is most needed. These investments strengthen not only our country, but the entire Black Sea region,” concluded Munteanu.

Munteanu is paying a working visit to Dubrovnik, Croatia, on 27–29 April 2026, where he is taking part in the 11th edition of the Three Seas Initiative Summit (3SI).

The event brings together political leaders, international financial institutions and strategic partners from Europe and the United States of America, and is dedicated to the development of transport, energy and digital infrastructure in the region between the Baltic Sea, the Black Sea and the Adriatic Sea.
