Parliament simplifies mechanism for voluntary amalgamation of localities

The process of voluntary amalgamation of administrative-territorial units has been simplified and adapted to the needs of communities, after Parliament adopted a draft law to this effect today.

The document was revised following consultations with mayors and citizens and provides for a reduction of bureaucracy in the amalgamation procedure. Thus, fewer documents will be required to initiate the process, with a brief justification and a list of the localities involved being sufficient.

The new provisions give localities more flexibility in choosing the administrative center and the name of the new administrative-territorial unit. At the same time, the amalgamation decision may be adopted by a majority vote of elected councilors, and the fixed 25-kilometer distance limit between localities has been eliminated.

The draft law also stipulates that public services will be maintained at the local level, including through unified service delivery centers, so that residents will not have to travel to the town hall in the administrative center of the new unit. In addition, no early elections will be organized in amalgamated localities before the 2027 local elections.

According to the authors, the purpose of the amendments is to create stronger local administrations and develop communities. So far, voluntary amalgamation processes have been completed in Leova and in the commune of Călinești, Fălești.

According to the explanatory note, interest in this mechanism is growing, with 298 communities expressing their intention to initiate the voluntary amalgamation process.
