Response time to emergency calls to be shortened in Moldova, law-enforcers' patrols to be expanded; government approves national public order and security programme

The response time to 112 emergency calls will be shortened and law-enforcers’ patrols will be expanded, especially locally, so that each citizen feels protected, regardless of region. The goal will be achieved through the implementation of the National Public Order and Security Programme for the years 2026-2030, approved by the government today.

The national public order and security programme represents the public policy document through which the state's strategic directions in the field of public order and security are consolidated, with the general purpose of ensuring a climate of security and confidence among the population, through efficient, proactive governance oriented towards respecting human rights.

Based on this, citizens will benefit from faster, more efficient and more transparent public order and security services, thanks to the reduced response time to 112 emergency calls, the standardization of intervention procedures and the extension of the community policing concept.

Through the implementation of this program, the government aims to consolidate a sustainable public order and safety climate centered on the citizen, which meets both the expectations of the society and European and international standards. Focus is placed on operational efficiency, digitalization, community interaction, and sharing responsibilities between public authorities and institutions with competencies in the field.

Interior Minister Daniella Misail-Nichitin said that the approved programme would  bring more safety, transparency and efficiency in the services provided to citizens.

“Through this programme, the response time to 112 emergency calls will be reduced and patrols will be expanded, especially at the local level, so that each citizen feels protected, regardless of region. Public order structures will be reorganized by regions, endowed with modern equipment and trained for quick and professional interventions, including in the case of demonstrations or protests, as well as in crisis situations. The programme emphasizes respecting human rights, protecting vulnerable groups and combating violence, including online. The policing activity will be closer to the community, by expanding security councils and promoting an institutional culture based on respect and open communication,” Minister Daniella Misail-Nichitin said at the government meeting.

The programme is structured into two general priorities and eight specific objectives, each operationalized through concrete actions, result indicators and implementation deadlines. The programme is correlated with the Action Plan for its implementation, which includes a total of 52 actions and 135 result indicators.

A major impact on the public sector will be generated by investments in infrastructure and technology, including: rehabilitation and modernization of police headquarters and intervention points, standardized equipment for structures with modern equipment, development, and integration of information systems, which will facilitate operational management, data analysis and the decision-making process.

“Investments in digitalization and interoperability will allow better coordination between authorities and efficient management of resources with a direct impact on the quality of services provided to the population. Through this programme, the Interior Ministry reaffirms its commitment to build a sustainable public order climate centered on citizens,” said the interior minister.

Funding for the actions provided in the Action Plan for the implementation of the National Public Order and Security Programme for the years 2026-2030 will be carried out from and within the limits of the allocations approved on this purpose in the budgets of the involved public authorities, as well as from other sources, according to the regulatory framework.
