
Facilities for construction of additional underground parking places; Moldovan parliament to adopt new legislative measures
Developers will be encouraged to build additional underground parking spaces. This legislative measure is included in a draft law examined by the parliamentary commission for economy, budget, and finance today.
The document was developed by the Ministry of Infrastructure and Regional Development, in the context of adjusting the regulatory framework following the implementation of the Urban Planning and Construction Code, adopted in 2023.
To encourage the construction of additional underground parking spaces, the authors propose excluding parking spaces located on the underground levels of buildings from the calculation of the land occupancy percentage and the land use coefficient. According to the authorities, this measure will contribute to traffic flow improvement and facilitating the use of courtyard land as green spaces.
Also, the authors propose delineating the competencies assigned to the National Technical Supervision Inspectorate and the police, who will intervene in enforcing the provisions of the prescriptions of ceasing or demolition of the construction works and maintaining public order.
The draft law will be proposed to parliament for consideration.
