Moldova, India step up cooperation in higher education: negotiations initiated by Moldova's government

Moldova and India will boost their cooperation in the field of higher education. The Moldovan government today ruled to launch negotiations and sign a Memorandum of Understanding between the Education and Research Ministry of Moldova and the Ministry of Education of India on strengthening bilateral relations and promoting collaboration in higher education.

The initiative will enable the development of institutional partnerships, student and academic staff exchanges, recognition of qualifications, joint research projects, as well as the mutual promotion of national languages – the Romanian language in India and Indian languages in Moldova.

By concluding the Memorandum, the two states aim to turn the bilateral dialogue into lasting institutional cooperation and concrete projects that will enhance the attractiveness and quality of higher education in Moldova and India.

Education and Research Minister Dan Perciun said that India is an important partner in the field of education and research, and that the development of academic cooperation would help diversify educational opportunities for students and academic staff from Moldova, as well as enhance the competitiveness of the national higher education system.

The implementation of the Memorandum will contribute to strengthening the process of internationalizing higher education in the country and will facilitate the integration of higher education institutions from Moldova into the international academic circuit.

According to data by the Education and Research Ministry, higher education institutions of Moldova admitted a record number of foreign students in the 2025–2026 academic year. In total, 1,113 young people from 24 countries enrolled in higher education programmes of our country, 376 more than last year. In the previous academic year, 1,316 citizens of India were enrolled in studies in  Moldova, making India the country with the greatest potential for attracting young people to study.
