Chisinau proposes new 1+1 negotiations; deputy PM for reintegration says he receives evasive answers or refusals

The Chisinau authorities have repeatedly proposed to Tiraspol the organization of a new round of negotiations in the 1+1 format. The items on the agenda concern the Convergence Fund, the application of the value added tax (VAT), respect for human rights, ensuring peace, fundamental freedoms and the situation of farmers. Deputy Prime Minister for Reintegration Valeriu Chiveri has made statements to this effect. The official specified that he has received “evasive answers or refusals,” on behalf of the so-called authorities of the region.

The official rejected the information according to which the Chisinau authorities are blocking the negotiation process and the organization of the next meeting in the 1+1 format.

“In recent days, we have seen a reaction from Tiraspol. It is already a ritualistic one, which represents a propaganda exercise. When there are no arguments, erroneous information or false accusations are used, such as that the authorities in Chisinau are blocking the negotiation process and the organization of the next meeting in the 1+1 format. I believe that the gentlemen or comrades in Tiraspol should know their place and limits, so as not to obstruct this process any longer. And for the citizens of Moldova, especially for the residents on the left bank of Dniester, including those, not very numerous, who still believe in the narratives promoted by Tiraspol, I would like to present the reality. I want to say that, in the recent period, we have issued more invitations to participate in the meeting in the 1+1 format. Nevertheless, we have received evasive answers or refusals,” said Valeriu Chiveri.

The deputy PM for reintegration noted that the agenda of these meetings is established based on the proposals of the political representatives.

“We are ready and open to discuss any topic proposed by those in Tiraspol. We expect the same openness from them. We have proposed topics, such as the Convergence Fund, VAT, and the traditional issues already on the agenda of the discussions: human rights, peace, fundamental freedoms, farmers’ rights and other subjects of major importance,” emphasized Valeriu Chiveri.

Another circumstance regarding the organization of a new meeting concerns the place. Thus, the constitutional authorities proposed that the meeting be held in Chisinau, a proposal rejected by Tiraspol.

“The last meeting in the 1+1 format organized in Chisinau took place on  December 2, 2022. After that, eight meetings were held, all of them in Tiraspol or Bender. We also put forward an alternative, to show that we are flexible. Thus, we proposed holding the meeting in localities on the left bank of Dniester that are temporarily outside constitutional control: Rabnita, Dubasari, Grigoriopol, Slobozia, or Camenca. We would be very interested and curious to see what the reaction of those in Tiraspol will be. We hope they will have a positive response. Otherwise, they will once again show who is actually blocking the negotiation process. We have repeatedly invited them to Chisinau, but they have refused every time, invoking a false reason, namely that there are security problems. At the same time, more representatives of the Tiraspol structures participate in diplomatic receptions organized in Chisinau and have been seen shopping not only in the capital, but also in other localities on the right bank of Dniester. Therefore, it is obvious that this justification is a false one,” added Valeriu Chiveri.

The last meeting in the 1+1 format took place on April 16, 2026. The format involves direct talks between the chief negotiators from Chisinau and Tiraspol and aims at solving current problems, including social, economic and educational issues.
