New rules for authorizing strategic transport infrastructure projects in Moldova

Large transport infrastructure projects will be able to be prepared and authorized more quickly. The government has approved the simplification of administrative procedures for roads, railways, inland waterway, air infrastructure and other projects included in the Trans-European Transport Network (TEN-T). The measure will support the faster connection of Moldova to the European transport network and the implementation of strategic infrastructure projects.

The document establishes a single coordination mechanism for the projects concerned, and information about the projects and their authorization status will be published on the website of the Infrastructure and Regional Development Ministry (MIDR).

The project stipulates that the authorization procedure will have a maximum duration of four years. This period will include the preparation of technical and economic documentation, acquisition of the necessary land, expropriation procedures, specialized studies, as well as opinions and permits. In this way, administrative delays will be reduced and the implementation of strategic investments will be accelerated.

For cross-border projects, Moldova will be able to coordinate the schedules of authorization with neighboring countries and may establish joint authorities for managing the procedures. The approved document also sets out clear rules for public procurement carried out within these investments.

The new provisions aim to reduce delays and costs generated by complex administrative procedures, without lowering requirements for environmental protection and citizens’ participation in public consultations.
