Moldova denounces Cultural Agreement with Russian Federation

A bill proposing the denunciation of the Agreement between the Government of the Republic of Moldova and the Government of the Russian Federation on the establishment and operation of cultural centers is set to be voted on in the first meeting of the Government, scheduled for 5 November. The initiative, promoted by the Ministry of Culture at the request of the Ministry of Foreign Affairs, aims to terminate the legal effects of the Agreement signed in Moscow on October 30, 1998.

The Agreement, which regulated the establishment of cultural centers on the territories of both states to promote cultural, humanitarian, and scientific relations, came into force on July 4, 2001. Moldovan authorities emphasize that, in the context of the current geopolitical situation, continuing the application of the Agreement could be used by the Russian Federation to promote distorted narratives, as the Republic of Moldova does not have a cultural center on Russian territory.

The denunciation of the Agreement will not entail financial-economic consequences, legislative changes, or reorganization of existing structures, and its legal effects will cease once the bill is adopted.
