
Adopted in parliament: freelancing to be regulated in Moldova starting from 2026
Freelancers' activities will be regulated by law starting from January 1, 2026. The parliament has voted, in the second reading, the draft law regulating the independent economic activity of individuals.
The legislative draft, developed by the Ministry of Economic Development and Digitalization (MDED), with the support of the Secretariat of the Economic Council under the Prime Minister, provides a quick and free path to entrepreneurship. Any person capable of work will be able to become a freelancer through a simple notification and a declaration on their own responsibility, without complex bureaucratic procedures.
The new legal framework provides for a single tax rate of 15 per cent, applicable as long as the annual income does not exceed 1.2 million lei. The tax will cover all fiscal obligations: income tax, social contributions, medical insurance and local taxes.
Another advantage for freelancers is the elimination of the obligation to keep accounting records and to submit fiscal reports.
