Investments in energy efficiency of public buildings exceeded €348 million in 2019–2025

Chișinău, September 16, 2026 – Between 2019 and 2025, the value of investments in the energy efficiency of buildings exceeded €348 million. The data is included in the Court of Accounts’ performance audit report on improving the energy efficiency of public buildings. The document states that although the investments contributed to reducing energy consumption, there is no unified mechanism showing how effective they are and what savings they generate in the long term.

According to the report, the investments came from both budgetary sources and external grants and loans. The funds were directed toward the energy renovation of schools, kindergartens, hospitals, and other public buildings. The investments included the thermal rehabilitation of buildings, insulation of walls and roofs, replacement of windows, modernization of heating systems, as well as the installation of energy-efficient equipment and energy consumption control systems.

The Court of Accounts’ audit examined the impact of the investments on energy consumption, budgetary expenditures, CO₂ emissions, and the conditions for using public buildings. As part of the mission, several authorities and institutions involved in implementing energy efficiency programs were audited.

The Court of Accounts identified the lack of integrated mechanisms for uniformly monitoring and evaluating the results of the investments. Consequently, there is insufficient consolidated data to demonstrate the savings generated and the long-term impact of the investments, limiting the authorities’ ability to plan future investments and substantiate the allocation of public resources.

Following the audit, the Court of Accounts issued recommendations concerning the strengthening of the strategic framework, the establishment of measurable indicators for public buildings, the development of a database on their energy performance, and the creation of a single mechanism for monitoring investment results. The recommendations also address the development of information systems, the monitoring of results after project completion, the management of asbestos-containing waste, and the monitoring of energy consumption.

The audit findings and recommendations were discussed with the audited entities, and their views were taken into account when finalizing the report. The document was submitted, for information, review, and where appropriate, implementation of the recommendations, to Parliament, the President of the Republic of Moldova, the Government, the Ministry of Finance, the Ministry of Energy, and the Ministry of Environment.
