Imports of certain categories of grains and oilseeds will be subject to a temporary licensing regime until October 31, 2026. The Law on the temporary licensing of grain and oilseed imports was published in the Official Journal and entered into force.
According to the legislation, until October 31, 2026, imports of wheat, corn, and sunflower seeds may be carried out only on the basis of an import license issued by the Ministry of Agriculture and Food Industry. The application period for the measure may not be extended.
The regime does not apply to certain categories of products, including seeds intended for sowing and hulled sunflower seeds or sunflower seeds with white or gray stripes, as provided for in the Combined Nomenclature of Goods.
The license may be requested by individuals and legal entities engaged in animal husbandry, the manufacture of oils and fats, the production of milling products, or the manufacture of feed preparations for farm animals.
License applications will be examined by a commission consisting of representatives of the Ministry of Agriculture and Food Industry, the Ministry of Economic Development and Digitalization, and the National Food Safety Agency.
Import licenses will be issued free of charge. At the same time, individuals and legal entities that obtain them will not be entitled to sell and/or export the imported goods subject to licensing.
The Ministry of Agriculture and Food Industry is to approve the regulation on the establishment, organization, and operation of the licensing commission.
At the end of the measure’s application period, the ministry will submit a report to the Government on how the licensing regime was applied and its impact on the domestic market for grains and oilseeds, including on domestic producers.
Law No. 203 of September 4, 2026, was adopted by Parliament and expressly provides that it enters into force upon the publication in the Official Journal.
