Agreement between Moldova and Romania to continue construction of Ungheni–Ungheni bridge and modernize road infrastructure

The Government approved a draft law ratifying the Agreement establishing the framework for developing transport infrastructure between the Republic of Moldova and Romania, including the construction and operation of the road bridge over the Prut River between Ungheni (Republic of Moldova) and Ungheni (Romania). The document was signed in Bucharest on July 2, 2026.

“In April 2025, we began construction of the first bridge in the Republic of Moldova in the past 60 years—the Ungheni–Ungheni Bridge—an important infrastructure project long awaited by citizens. The Government Decision approved today represents the continuation of the bridge’s construction and the development of modern infrastructure. On behalf of the Republic of Moldova, I thank the Government of Romania for its investments in developing our country’s road infrastructure and for the connections we are building together,” said Deputy Prime Minister, Minister of Infrastructure and Regional Development Vladimir Bolea.

The new Agreement replaces the bilateral document signed in 2022 and expands the framework of cooperation between the two states from the construction of the bridge over the Prut to the development of the entire related transport infrastructure that will connect the road network in the western part of the Republic of Moldova to the Trans-European Transport Network (TEN-T).

The Agreement was updated in response to new opportunities identified during the project’s implementation. These include the organization of coordinated border-crossing controls, expanded European funding, and the integration into the project of the final section of Târgu Mureș–Iași–Ungheni A8 Motorway and the first section of the future Ungheni–Chișinău–Odesa Motorway.

The Agreement also establishes the investment responsibilities of the two states. Romanian Government will finance the construction of the bridge over the Prut, the related infrastructure, and the border-crossing point on Romanian territory, as well as the construction of approximately 4.7 kilometers of motorway, a connecting road of approximately 1.1 kilometers to Berești multimodal logistics complex, and Berești multimodal logistics complex, all located on the territory of the Republic of Moldova. The estimated value of these investments is approximately €56 million, with funding provided in part through SAFE instrument.
