Giurgiulești Free Port becomes strategic objective and receives new facilities for investors
Members of Parliament today voted in the second reading on amendments to the Law on the Giurgiulești International Free Port, declaring it a strategic infrastructure objective. The measure provides more favorable conditions for development, attracting investments, and expanding the port’s logistics capacities.
The draft law, developed by the Ministry of Economic Development and Digitalization, sets out a transparent and predictable regulatory framework for companies and investors. Among the main changes are the reduction of the lease contract duration from 99 to 49 years and the obligation for investors and residents to return to the state all constructions built on the port’s territory.
The law also introduces rules on changing the designation of agricultural land and guarantees for residents for the post‑2030 period. Starting from 2030, investors will be subject to European Union legislation, without a special tax and customs regime, will comply with the Competition Law, and will submit annual audit reports. The royalty payment will be adjusted annually based on market prices, replacing the previous cap of 1,000 US dollars per year.
At the end of 2025, 74 companies were registered as residents of the port, and the total value of investments exceeded 137 million US dollars, most of which were made by ICS “Danube Logistics” SRL. During the same period, the European Bank for Reconstruction and Development signed the sale of the port operator to the National Company “Maritime Ports Administration” SA Constanța.
