DOC // Moldovan government allocates 110 million lei to fully compensate diesel excise duty for farmers; regulation sets ceiling of 200,000 lei per beneficiary

The government of Moldova, at a today’s meeting, approved a decision for the agricultural sector, allocating 110 million lei from the Reserve Fund. The funds are meant to fully compensate the excise duty on diesel fuel for agricultural producers, a measure designed to support spring field work and activities in the livestock sector.

Direct support: 100 per cent of the diesel excise rate

According to the newly approved Regulation, beneficiaries will receive compensation of 100 per cent of the excise rate set for 2026, which is 3,978.95 lei per one ton. The financial aid applies to diesel fuel purchased between March 1 and May 31, 2026.

The calculation mechanism established by the government takes into account the volume of diesel fuel purchased as per tax invoices, compared to the average consumption norms. To ensure a fair distribution of resources and to support especially small and medium-sized farmers, the cabinet has set a maximum ceiling of 200,000 lei for a single beneficiary.

Who can apply for financial support?

Eligible beneficiaries under this programme are:

- Farmers (natural or legal persons) officially registered;

- Public institutions in the fields of agricultural research and innovation;

- Livestock breeders (cattle, sheep, goats, pigs, poultry, rabbits and bees), provided that the livestock is registered in the relevant state registers.

Procedure of submitting applications

The allocation of funds will be managed by the Agriculture and Food Industry Ministry (MAIA), through the Agency for Intervention and Payments in Agriculture (AIPA). Applications must be submitted physically to AIPA’s territorial subdivisions, as soon as the official call is launched by ministerial order.

The application file must obligatorily include copies of tax invoices for the purchase of diesel fuel issued strictly during the specified period, along with documents confirming ownership or use of agricultural land or livestock farms.

Control and transparency in the use of funds

“This capital injection in the middle of the agricultural season is vital, in order to reduce cost pressures on our farmers and to ensure the continuity of food production processes,” said Agriculture and Food Industry Minister Ludmila Catlabuga.

The decision enters into force on the date of its publication in the Official Journal, providing AIPA with the legal framework to start receiving applications and making payments to farmers.
