DOC // Official Journal publishes decision on modernization of 25 technical vocational education institutions

The Government decision on initiating negotiations and approving the signing of the Framework Loan Agreement with the Council of Europe Development Bank for the modernization of 25 technical vocational education institutions was published in the Official Journal on October 16, 2026. The project provides for total investments of 80 million euros by 2032 to renovate educational buildings, workshops, laboratories, and dormitories.

According to the decision, the Modernization of Technical Vocational Education Institutions project will be implemented through a financing package that includes a 33-million-euro loan from the Council of Europe Development Bank, a seven-million-euro grant through the Neighbourhood Investment Platform, and a 40-million-euro contribution from the Republic of Moldova through the Reform and Growth Mechanism.

The investments are planned for the 2026–2032 period and are part of the Growth Plan for the Republic of Moldova, supported by the European Union. The decision concerns the initiation of negotiations and approval of the signing of the framework loan agreement.

The project will renovate 47 buildings: 24 educational buildings, including workshops and laboratories, and 23 dormitories. The 25 beneficiary institutions are attended by more than 21,000 students, representing approximately 40% of the total number of students in technical vocational education in the country.

Eleven beneficiary institutions are located in the municipality of Chisinau, while the other 14 are situated in cities across the country. In 15 institutions, both educational spaces and dormitories will be modernized, while in another ten, capital renovation and dormitory outfitting works will be carried out.

The institutions included in the project include the Center of Excellence in Energy and Electronics, the Center of Excellence in Transport, the Center of Excellence in Construction, the Center of Excellence in Informatics and Information Technologies, the Polytechnic College of Balti, the Agricultural Technical College of Soroca, and the Vocational School of Causeni.

The modernized workshops and laboratories will support professional training in fields such as agriculture and agro-food processing, construction, energy, and information and communications technologies. Students will be able to use equipment adapted to the occupations they are studying, while teachers and instructor-masters will use it both during theoretical classes and practical training.

Minister of Education and Research Dan Perciun said that the investment would contribute to improving study conditions and increasing the attractiveness of technical vocational education.

“This is the largest investment the state has made in technical vocational education since independence. Such an amount allows us to improve study conditions more quickly and make this system as attractive as possible,” the minister said.

According to data from the Ministry of Education and Research, the Republic of Moldova has 79 technical vocational education institutions: 32 vocational schools, 34 colleges, and 13 centers of excellence. In total, approximately 50,000 students study at these institutions, while the educational process is provided by around 3,500 teaching staff members.
